Is it normal for a school for a year of 7 years to go home early do not notify parents?

My children's school was concerned about a possible avalanche children sent him home an hour earlier. I was not notified and thank God I was home that day, knocked on the door at 1:30. I am with him at the bus stop. Apparently, he called 200 people and was based on word of mouth to reach parents. When I confronted the principal in a statement which states that elementary students remain in the care of teachers until someone gets in touch, then turned around and said the day was based on students to say whether or not a parent marries or not. How can you trust a 5-6-7 year old say that? How do they know what their parents all day? He would only say he did the best they could! I heard this happened in most schools in my town that day .. I'm scared of what might happen should not be another threat, no natural disaster and I'm at home? Is this normal school procedures?

Certainly in the UK would not be the correct procedure at all. The school remains responsible for the welfare of children during normal school hours unless other arrangements have been made. I would be raising a huge scandal about it. His reckless best, and down right illegal at worst. Thank God for your child ended happily, things could very easily have gone very wrong.
